Your spec says third party. Who is actually working for you?

規範寫第三方檢驗,誰才是真的替你做事?

Purchase specifications use "third party inspection" as a catch-all. The word hides a question every buyer should answer before the first kick-off meeting: whose interest is the inspector protecting?

採購規範常把「第三方檢驗」當成統稱,這個詞底下藏著一個問題,業主最好在開工會議前就想清楚:檢驗員到底在保護誰的利益?

A European owner buys a batch of pressure vessels from a fabricator in Taiwan. The purchase specification contains one line: "Third party inspection required." The buyer hires an inspection company, receives a stack of signed release notes, and the vessels arrive on site with the wrong nozzle orientation and a coating system that was never in the approved datasheet.

Nobody broke a rule. The inspector checked what they were asked to check. The buyer simply never decided what kind of inspection they were paying for.

The three terms describe who the inspector answers to, not how skilled they are.

A true third party, such as an inspection body accredited to ISO/IEC 17020 as a third party, has to stay independent of both the buyer and the seller. That independence is exactly what makes it valuable for certification, and exactly why it cannot hold a line on the buyer's behalf when the fabricator pushes back on a commercial point.

What most specs actually mean

In practice, when an EPC contractor or owner writes "TPI" into a vendor package, they usually mean an inspection agency the buyer appoints to work to the buyer's inspection and test plan and look after the buyer's interest. That is a second-party role, whatever the contract calls it. Who pays does not decide the role. Whose interest the inspector protects does. It is also the role most buyers need: someone on the shop floor who reads the purchase order, knows which hold points matter, and can raise a nonconformity in the buyer's name.

The confusion becomes expensive when the scope is written loosely. An inspector told to "witness the hydrotest" will witness the hydrotest. Checking the nozzle orientation against the latest drawing revision, or the coating against the approved datasheet, only happens if someone working for the buyer owns the whole package.

When a third party is not optional

Some checks belong to a genuinely independent body, and no owner's inspector can replace them:

  • ASME stamped equipment needs an Authorized Inspector from an Authorized Inspection Agency before the code stamp goes on.
  • PED equipment in categories II to IV goes through a notified body under the applicable conformity assessment module.
  • Boilers and pressure vessels used in Taiwan are dangerous equipment under the Occupational Safety and Health Act, and their welding and construction inspections are carried out by the labour inspection authority or its designated agencies.
  • Marine and offshore work often requires a classification society or a project certification body.

These bodies confirm compliance with a code or a regulation. They do not confirm that the equipment matches your project specification, your schedule or your document requirements, and they are not supposed to.

The two roles work side by side

On a well-run vendor package the two sit next to each other at the same hydrotest. The third party signs that the vessel meets the code. The owner's inspector confirms it is the vessel the buyer ordered: correct materials against the certificates, dimensions against the approved drawing, surface preparation and coating to the project spec, and a data book that will survive handover. When something is off, the owner's inspector can tell the fabricator what the buyer will and will not accept, on the day, without waiting for an email chain to reach the other side of the world.

Before the next order goes out, it is worth rewriting that one line in the spec. State which checks need an independent body, which need someone acting for you, and who owns the full inspection and test plan.

A code stamp proves the equipment is safe. A client representative makes sure it was built to your specification.

一家歐洲業主向台灣的製造廠買了一批壓力容器,採購規範裡只有一行字:「須經第三方檢驗」。業主找了一家檢驗公司,收到一疊簽好的放行單,結果容器運到現場,管口方位是錯的,塗裝系統也不是當初核准的那一套。

沒有人違反規定,檢驗員也確實檢查了被要求檢查的項目。問題出在業主從頭到尾沒想清楚,自己付錢買的是哪一種檢驗。

第一方、第二方、第三方

這三個詞說的是檢驗員向誰負責,跟能力高低無關。

真正的第三方,例如以第三方身分通過 ISO/IEC 17020 認證的檢驗機構,必須同時獨立於買賣雙方。這份獨立性正是它做驗證的價值所在,也正因為如此,當製造廠在商務條件上討價還價時,它不能替買方堅持立場。

多數規範真正的意思

實務上,EPC 或業主在採購包裡寫「TPI」,通常指的是由買方指派、依買方檢驗與測試計畫(ITP)執行、站在買方立場的檢驗公司。不管合約怎麼稱呼,這其實是第二方的角色。決定角色的不是誰付錢,而是檢驗員保護誰的利益。這也是多數買方真正需要的:一個站在工廠現場、讀得懂採購訂單、知道哪些停留點要緊,並且能以買方名義開立不符合的人。

範圍寫得太鬆,代價就來了。被交代「見證水壓試驗」的檢驗員,就只會見證水壓試驗。管口方位有沒有對上最新版圖面、塗裝有沒有照核准的規格做,只有在有人代表買方負責整個採購包時才會被檢查到。

這些情況一定要第三方

有些檢查必須由真正獨立的單位執行,業主代表無法取代:

  • ASME 鋼印設備:打鋼印前須由授權檢驗機構(AIA)的授權檢驗師(AI)確認。
  • PED 設備:第 II 到 IV 類須依適用的符合性評鑑模組,由公告機構參與。
  • 在台灣使用的鍋爐與壓力容器:屬職業安全衛生法的危險性設備,熔接檢查與構造檢查由勞動檢查機構或其指定的代行檢查機構執行。
  • 船舶與離岸工程:常須船級社或專案驗證機構參與。

這些單位確認的是設備符合法規或規範,不負責確認設備符合你的專案規範、交期或文件要求,這本來也不是它們的工作。

兩種角色是並肩工作的

在管理得好的採購包裡,這兩種角色會同時出現在同一場水壓試驗。第三方簽署容器符合規範;業主代表確認這是買方訂的那一台:材料和材質證明對得上、尺寸符合核准圖面、表面處理與塗裝照專案規範做、文件包經得起移交。一旦發現問題,業主代表當天就能告訴製造廠買方能接受什麼、不能接受什麼,不必等一串郵件繞地球半圈。

下一張訂單發出前,值得把規範裡那一行重寫一次:寫清楚哪些檢查需要獨立單位、哪些需要代表你的人,以及由誰負責整份檢驗與測試計畫。
